No! On paths and sidewalks. One time someone blew a lot of them up and left them on the staircase. And this one girl RA was like "Oh my god, why did people blow up all these balloons?"

Nope, no one did (to the best of my knowledge, at least). Not to say that there weren't times I wasn't the slightest bit tempted....but I have really bad aim with anything but firearms/crossbows so I would have just missed anyone I was trying to hit :)
